An Outcome-Based Education Syllabus Making workshop was conducted to MHAM faculty-doctors at the AVR last March 25, 2017 from 8:00 in the morning to 5:30 in the afternoon.

The OBE challenge: Into the paradigm shift
The whole day workshop was conducted by MHAM Consultant, Dr. Agaton Panopio Jr., in response to the Commission on Higher Education (CHED) mandate that medical education should now be outcome-based, as stated in Memorandum Number 18, Series of 2016.

“The rationale of having this OBE Syllabus Making is in line to the new direction from CHED towards the Outcome-Based Education, therefore, all our syllabus should be aligned to the CHED requirement”, said Dr. Diaz.

As defined, the Outcome-Based Education focuses and organizes everything in the education system around what is essential for all students to be able to do successfully at the end of their learning experiences. According to Dr. Panopio, the teachers play the significant role as designers and facilitators of learning, aside from being experts giving input using the OBE shift.

“As of the present time according to CHED, they have already enumerated the ten outcomes that should be reflected in the graduate upon graduation. All the ten outcomes can be added but cannot be deleted. Sometimes, some schools including our school, add another outcome to distinguish the graduates from the other medical graduates. I suggested that also here to add another outcome to sort of grand the graduates to make them stand out. Therefore, since the outcomes have already been specified, in all the medical schools, the syllabi should already be outcome-based, starting this school year”, said Dr. Panopio in an interview.

WEAREMHAM faculty, we are into OBE…
A PAASCU accreditor and the current Associate Dean of the College of Medicine of Xavier University-Ateneo de Cagayan, Dr. Panopio added that the mandate from CHED starts with the outcomes and the curriculum is now build up towards achievement of these outcomes. Unlike before, it started with curriculum and hopefully the student will achieve outcomes at the end. Therefore, if students have not yet fulfilled the outcomes, they will not be expected to graduate yet. This time, the emphasis is on the product, on what sort of doctor will be produced, rather than on the educational process. “We have to restructure the curriculum such that our product will possess all of the outcomes that we want. According to ASEAN 2015, hopefully, a graduate of an OBE course regardless of any course can practice anywhere in ASEAN region assuming that we will be able to produce competent practitioners”, he added.

Learning the OBE way…
Moreover, the paradigm shift to OBE approach is a global call for transformative education and integration, using the OBE Pyramid, where the focus is that ‘what and whether’ students learn successfully rather than ‘when and how’ they learned.

The MHAM faculty-doctors dedicated the whole afternoon on the Syllabus Making according to college departments. Each department presented their output before the faculty-participants with the resource speaker’s evaluation and constructive alignment.

At the end of the whole day activity, a plaque of appreciation was presented to Dr. Agaton Panopio Jr. who has been with MHAM for several years now, as a mentor and academic consultant.

In a separate interview with the Faculty Development Chairperson, Dr. Maria Luisita Caturza, the steps in creating an OBE Medical Curriculum is indeed challenging as it requires full understanding of the framework with well-defined, organized and linked structures through the curriculum.
“Today’s workshop with our father of curriculum syllabus making, Dr. Panopio, was indeed significant and enriching as each year level and department chairman will have to submit a syllabus which is aligned by CHED. The standards for OBE implementation was clearly explained and requires full commitment and collaboration to all departments”, said Dr. Maria Luisita Caturza in a separate interview.
In behalf of the MHAM faculty, Associate Dean, Dr. Allan Librando expressed his gratitude to the event speaker, together with all the faculty members who were present.
A total of forty faculty members attended the whole day workshop, bearing the challenge to improve the conditions and practices that affect MHAM products’ success and lifelong learning. (Ana Liza Abao)
